Abstract

Extremism is one of the global problems of our time. The international community is making serious efforts to solve this problem at the state and interstate levels. An appeal to foreign and Russian experience of anti-extremist programs and organizations made it possible to reveal the main shortcomings in this area: weak coordination of elements of anti-extremist programs of different levels, contradictions between the laws regulating anti-extremist activities at the state and international levels, inconsistency in understanding the goals and objectives of the struggle at different levels of the system, the formal nature of the activities of a number of anti-extremist structures, inadequacy of measures taken against extremism, the radical nature of a number of state methods to combat extremism, provoking an escalation of tension in society. Political institutions also reveal their inconsistency with modern conditions and can be a source of tension that creates conditions for radicalization. Consistency in the organization of government measures and a combination of four directions could minimize the shortcomings. These directions imply the following: the reliance on humanism in international cooperation; the transnational nature of the continuity of legal regulation in the fight against extremism, based on the principle of extraterritoriality of the rights and freedoms of the person; the formation of anti-extremist centers; educating citizens in the spirit of mutual respect for I and the Other.
